According to Perfect Group CEO Oleksiy Koval, the examples of Hamburg and Copenhagen prove that effective cooperation arises not from quick operational deals, but where the municipality outlines land values, developer responsibilities, and clear oversight mechanisms well in advance.

“In Ukrainian cities, cooperation with developers often boils down to a risky formula: the city approves additional square meters, while the business promises a road, a public square, or a school renovation. This is not a partnership, but a one-off transaction. It is impossible to compare conditions across different companies, determine the fair value of concessions, or verify whether the community truly benefited,” emphasizes Oleksiy Koval.

In his view, the true value of Copenhagen’s experience lies primarily in its systemic framework rather than just architectural solutions. The urban development enterprise By & Havn, which is 95% owned by the city and 5% by the state, oversees the development of the Ørestad and Nordhavn districts. It accumulates all generated profits and channels them directly into developing public transit, constructing waterfront promenades, creating recreational zones, and building other civic infrastructure.
